Doesn't look like there was haz-mat involved . The video from the truck will either help his case or hurt it. Article said driver was ok ,
and no one else involved ,thankfully.
 
I wonder what was the weight on that trailer. It looks like it could have been pretty heavy of mostly the same product. But just guessing, hope driver ok also.
 
no other vehicle involved,road conditions good,unknown speed,flipped in right side emergency lane,would not be able to dispatch with out of service truck,my opinion- hit something in road,or fell asleep.

"Out of service" equipment has been put back into service, under some circumstances. I know this based on experience, and it was I who drove said vehicle(s). All depends on why and by whom the equipment was put out of service. Time will tell. Let the butt covering begin...
