Looks like mismanagement to me.First of all Mr.Rodgers when he was President of YRC implemented a change of operations where there would be less redundancy and less touching of the freight.Direct shipments
Then a few years past management decided to move outbound to the inbound dock and vice versa.That didn't work.Not enough room on either dock.Then the scam MOU2014 came along which allowed PTS.The first few months the company was caught loading direct from the shipper to the receiver never touching union labor dock.That was over 900 plus shipments verified violations.Then the overruns on percentage basis was violated to the tune of 775,000 thousand dollars and that number is larger in 2016.So with all that going on it stands to reason why the 511 dock isn't loading a sufficient amount of bills..just bullarchy
