They were going to do that BRG but none of the surrounding towns wanted all that extra drained water stored in their neighborhoods. You know how those NIMBY's are!

I haven't noticed that anyone worried about what the road network could handle. By 0200 the bottlenecks have cleared, indicating that there is still a bit of excess capacity.
