If I recall correctly, GBO was one of the 56 centers bumped in April 2015, during the heat of "the debate". This was said to be due to in depth analysis. Analysis said to be ongoing. Interestingly, not a single center has been deemed worthy since then. Nope, not even one.

I would look at Dayton Ohio they make 27.73 an hour and it's very cheap to live there.
