It's always been a big secret, it's like a game they play. I think the hill tells the SCM's at each center to play the game as long as you can with everybody, and then a couple of day's before the new bid takes affect, ok guys, I just received the new bids. Sorry, you don't have time to think about it, you have 5 minutes to bid, we have to hurry and get this done.
