HYW 395 Pasco,WA., Woman swerved into a Semi that had just entered the highway.

One can clearly deduce the fault of the Truck driver, simply for being on a road.
That evil truck restrained the 4 wheeler from continued experimental travel and as such is guilty of something.:hissyfit:
 
In Washington State, most likely the driver will be ticketed for impeding the flow of traffic! LOL!
