Both UPS and Fedex hope the move will force shippers to rethink how they package boxes. With the shift to e-commerce, shipping volumes are ramping up, but carriers aren't cashing in, as shippers continue to package small items in larger boxes. Unless shippers adjust, they could face a 5 to 25 percent hike in shipping costs.
