The news article identified the driver as Viacheslav Grychanyi, 37, of Spokane, WA. The name sounds like he is not originally from the US. There has been such a flood of drivers from Eastern Europe, and many of them have obtained their CDL under illegitimate means. In the 5 years I have been driving a big truck I have encountered many of them. They drive as if there is no one else on the road, and when they are involved in an accident they do their best to get out of any responsibility, even going so far as to leave the scene.
The ones who have gotten their licenses illegally should be hunted down, arrested and deported.
