At one time 421 was restricted. But my understanding is that UPS and FedEX did the leg work with the NCDOT to open it up. Dispatcher in GBO said drivers asked OD to do this too but OD declined.
Either way it is not listed as restricted according to all info I have been given and I have seen other companies pulling doubles on it. Last time I went to FAY from GBO I took it and had no problem.
