apparently, the first time was not enough to convince him that drinking while driving is bad.

people like this should never be allowed to drive, if they do it a second time, no matter the excuse, some may give, to the contrary. even if his CDL was pulled from him, he'd still drive a 4 wheeler and end up killing or severely injuring someone.

i say it is time to lock him up and throw away the key, but that'll just never happen.

Either, what you said, or charge him with a cell phone violation, which would effectively stop companies from hiring him, since THAT seems to take more precedence in today's trucking companies.
