When they go down in the water to inspect the dam for cracks and what not ... they use a cage.... the divers are afraid of the fish. They say the fish are huge... and are afraid that they would be considered as bait...

Diver never really got attacked, it scared the bejeezus out of him which made him leave poop pebbles for the bottom feeder fish to eat.
