kk
the change was heard already up north, ny/nj new england area and was approved
it has been implemented in phases over the last year or so
my terminal was a "touch" terminal in phase 1 & 2 meaning foriegn drivers could come into our area make pse deliveries and pick ups and concievably handle pse freight on our dock
now we are fully part of the pse network in phase 3
the coo apparently is the same for all areas where implementation is proposed meaning no difference whatsoever

it seems to be working well as far as we are concerned
the mileage portion of the pay rate never seems to be a factor as hourly, punch to punch always is greater
guys are getting anywhere from 54 hours in 4 days ( this is a 5 day workweek however)or 60 in five days
$$$ are there for sure
have your local stay away from the 4-10 hour days workweek as it appears to cut your potential earning power up to $130 per week
my local won't agree to it here
company is not abusing pse so far so that is good
interestingly enough the company does not run the pse work on fridays and expedites the freight thru the normal linehaul network, even the winston loads which every other day went to avenel
the only guys who may be adversly affected are potentially road drivers at the large hubs
example being
loads out of winston salem destined for my terminal used to go via carlisle now they go to avenel nj whereas our pse guy picks them up after bringing a set of winston pups there completely eliminating carlisle pa out of the loop
we hear they are short drivers there so the impact may not be that great or possibly nominal at worst
all of new england is considered pse now and that may serve to hurt road men in carlisle once this thing really starts flying
i guess the jury is still out on that impact as the road drivers we encounter have mixed feelings, some suppotive some not so supportive, localy is is no problem
the definition in regards to "new work" in the change language includes any frieght previously expedited thru line haul meaning as long as the transit times are reduced this freight can now qualify as premium work
example
freight that came out of winston destined for us was normally 3-4 day service now with the new pse network this freight is now 2-3 service therefore re-classified as premium

good luck down there and thank you for the past info you have provided
