ABF informed the Teamsters today of intent to file a change of operations for the Central, South & Eastern Region's to close down road operations in end of line terminals returning the work to the break bulks. The change would be implemented February 18.

Will this COO eliminate the UE runs?

I also am curious about the UE runs. Seems like the company is going back to operating like it did 20 years ago.

The COO covers end of line road jobs only

I’ll bet they’re going to expand UE operations to replace end-of-line road runs. They can increase UE employees and runs without a COO.

Once expanded, though, they can’t remove UE runs without a COO.

Curious to see how they move to cover the road work.

At 130 PHX, we were told by our shop steward that UE runs will cease to operate as of 2/18. It will result in 6 new linehaul bids in a PHX, and 2 Openings at 120 ABQ.

Just to add... the UE runs could be profitable, but their rigidity (not caused by contractual limitations), fail frequently as they do not adapt to changes in the flow of freight. Furthermore, massive lack of communications between terminals result in a UE driver showing up with no one to meet them. Dummy “meet” drivers doing stupid things at the level of basic truck driving 101, is not dealt with by disciplinary action when it is warranted.

From my drivers seat, I see any failures that happen are as a result of mismanagement from an operational perspective... the UE drivers from 130 have done a stellar job in executing their duties.

Is this system wide or just in Phoenix?

I really don’t know... I was told that LA basin UE runs will only consist of terminal to terminal in the basin, and that the Kettleman transfer point between LA and Northern Cal. Will be closed.
(The part about LA runs is from word of mouth), regarding Phoenix, my shop steward said that he posessses the proposal and what I said is what will take place.

I’m wondering if these drivers will have an opportunity to dovetail into the city boards. If so, will it be at their home terminal or at their end of line destination?

No they will not. Unless your barn is a single seniority barn/local. Otherwise follow the work to the terminal who is taking the work or endtail at your current barn if your lucky enough to need drivers.

Actually, my understanding of the contract language is that UE runs are treated just like any other city bid and can be changed at any time without a COO. That was the flexibility the company was looking for, that apparently is not working as well as intended. Anything having to do with a road bid, however, always has to have a COO.

Page 23 of the master freight says the company can establish or modify UE POSITIONS and bids without the approval of a change of operations or other union approval

We're losing 8 UE drivers out of South Bend. January 11 is their last run.
