What percentage of spots remain open after follow the work and pull bids?

The reason i ask is that i heard a fairly high number of spots did not fill... 60%?
If that is the case then this change may not work.

Okay since I seem to be having this conversation with myself I'm hearing that 38% of the spots filled through follow the work and pool bid that means 62% did not.
I am hearing that the company is very happy with that since a lot of guys decided to retire they can hire newer guys at a lower rate.
The other thing that seems to open up for them is increasing the use of PTS?
Any thoughts?

I see on the first day no change.
