If a Credit Card is BAD, HOW can it be seen when used as a HONEST mistake??

Since it seems he drove off without trying to retrieve his card, I'd say dishonest trucker.

It's the psychological pain the cashier endured when they realized they just got screwed!

Well this report is not classified as an accident,or safety issue,however it is still under the negative category.
Which means this guy is not making a very good name for the majority of good truckers.
When reading the report I thought most Truck Stops had surveillance cameras at their pumps?
Which would have recorded every trucker.
Through the process of elimination with who paid they would have a description of the thief,to give the cops.
