    The debt of the federal government, which is normally subject to a legal limit, jumped by $409 billion in the month of October, according to the U.S. Treasury.     How can this be true? Barry said that he'd carve out waste with a scalpel and cut the debt in half by now. I guess that you can't promote a nanny-state, cut the deficit, and cut the waste at the same time. Shocking.
