Honesty rewarded with something like this. How far does the $850 go for the guy? How much will the financial assistance he is denied be offset by the windfall of the found cash? This sounds like government going after pennies from the people who need them when there are real criminals stealing by willful misrepresentation and getting many time more that the $850 and getting nary a second look..

I used to report all the change I would find on the sidewalk as income . Now I simply look both ways, and if no one is looking I'll pick it up and put it in my pocket and not report it.
