Hooking and unhooking sets...

Myself,along with several other drivers, had a discussion as to what determines if a driver is allowed to build and break down sets.Is it the TM,s call??Is it paid out of the terminal budget or linehaul budget??

my understanding is that it comes out of the Terminals budget , that is why the TM's have changed us dropping out at the open terminals
