well maybe a permit, but maybe some sort of police crowd control...to keep the traffic flowing..???
at first, it seemed like the neighbors were aceholes..
but, parking on lawns, standing on private properties, tying up traffic.....i can see the neighbors complaints.
frankly, until a few years ago, there was really no such thing as halloween lights, other than a lit up pumpkin...
