Depends. Combo drivers do both. Some work the dock if they want extra money. The option is always there. But I've never seen a road driver forced to work the dock. I've been asked if I'd "be interested" in working inbound when I return in the mornings. My answer was a very acute "hell no!" And that was that...never been brought up since.
newpenn at my barn if they do get slammed early they usually call in a few city guys to help out ,and those guys put there names on a list to be called if needed
