ABF | Transfers

does anyone know why abf frowns on hourly employees trying to transfer from one terminal to another? it seems to me if the position is open, why not let it get filled by a person you know is qualified... your thoughts on this would be appreciated..

Where's the frown coming from- at the GO or from your TM?

Finding new employees willing to undergo the ABF uncertainty in the winter might be a reason. That was a bit of an education for me when I started.
