And the cycle continues...I thought that they found that lower speeds for trucks cause more accidents when they had it that way back in the 1970's.

It doesn't matter they can't keep em up right at any speed.

This has been in the works for a long time. We now need a multi million dollar study done by a government agency or by a company owned by some politician's friend. A few years & several million dollars will shed light on what laws need to be passed.
The bright side to this will be that an ambulance chasing lawyer can't accuse a driver of speeding if the truck equipped with a speed limiter.

Speed Limiters--didn't N.A.S.C.A.R. do such and did it help lessen wrecks??

Speed Limiters will simply (temporarily) be removed/bypassed by some "Super Truckers".
