That's what I was wondering. If he still has a job now I would think that the answer would be 'yes'.
Not for nothing,I'm just a guest on this forum,however it looks like you are seeking opinions.
So as a retired city driver,here is my 2 cents.
Nobody can bid for a position they are not qualified for,if you have no official CDL & are not able to step in & start the spot that was bid.
Then no you can not put in a bid,plan & simple.
The outside chance that your CDL will be reinstated by the date the bid starts you may have a chance,but I'm sure that scenario would be totally up to your Terminal Manager.

This is actually in writing. (Guidelines for assigning scheduled runs) You can only bid on a run if you can legally start the run on the date the run starts.
