The Business Agent appoints his/her stewards. A Business Agent can let the membership vote on a steward, but that is the BA’s choice.
It does no good to have a BA and steward that disagree on everything. The members lose in this situation as the BA usually has to clean up the mess when a steward mis-states or over-promises something that is not contractual. We all have different ideas about how things should be done.
That is why we have contract language and a Business Agent to enforce it.
We may not like certain contract language as it is, but that is what we must use as it is contractual. This is why a BA usually appoints his/her stewards.

You are welcome. Some Locals may have different procedures to follow in their Locals Bylaws. My Locals Bylaws (#878) state that the stewards are appointed by the Local Union.

Local bylaws usually set the rules but the local can remove and appoint the steward. The B.A is over the steward. If the steward and the hall doesn't get along the steward can be removed
