Does anyone know what is meant by no Bid Back Rights on the Utility driver position?

I have heard different understandings from not gaining back your seniority if you try to go back to the road after being on the utility list.to only loosing your seniority for a year and a day?

If at your location you can transfer from local to road and be at the bottom for a year and a day, this is no different. Most locations you go to the bottom and stay there.
