You have hit the nail squarely on the head. Every point you make is precisely correct. But, they must like it that way, otherwise they would do something about it.
True, or maybe it's the fact that the one in charge of that section of the country and the ones in Atlanta is oblivious to how things really are because everyone below helps to cover up problems, and when those of higher management does visit terminals everything is "great", because they've had enough notice of a visit to put on a good show.

I doubt this is realistic, but having unannounced visits coupled with random interviews with people at those terminals would be a step in the right direction. Drivers all seem to know routes and schedules, and by randomly talking with, say, a third of them would shine a lot of light on the ass covering and secrecy. But again...they won't do that because they live in fantasy land and ultimately do not care about drivers. Plain and simple.
