Is it a string or a wire?
It might be to pop the hood.

Back in the fifties, we ran a wire through the firewall to pull the fuel rack open on the EQT Macks,didn't
gain a lot of power, but sure did smoke.
Might be to hold the hood from crushing you when u check your oil. Hood spring probably shot

Volvos have the internal latch to hold the hood closed. Bet it is broken. String may keep the hood from flopping open every time the driver hits the brake

Maybe that is why the fender mirrors are so long. Open the hood till they hit the ground!!!!
I think this is the right answer. If you look at the gap it appears that the hood is actually popped.
