California has got to have the worst of it for winter. 2 drops of rain on a freeway and we pile 14 cars and trucks due to rain slick road surfaces. 3 snowflakes, yes we do get snow in some parts of the state, and CalTrans makes chains mandatory on all vehicles. Well almost all vehicles, you should see what happens when Susie Soccermom goes flying around in her 4X4 SUV without chains. The weird thing is that when they lose control and crash they never put speed and no chains together. It is always CalTrans fault for not maintaining the road surface.
