They can't put strips on it. XPO strips are Red and with the location of the Hazmat placards that would be illegal
Where are you pulling this information from? Like the Rabbit says, blue stripes would've been illegal if this were true. And, what color do our trailers legally have to be to contrast with the white "poison" placards? Or what about the black rail cars that haul corrosives? There aren't regulations as to what color your equipment can be, although I bet the government would like to control that too.

number 4 . White is the trailer color by adding a red strip, which is not painted on, can be considered a marking. Now Con-way spent money on making sure the blue strip was ok to use and then spent more money to put it on each trailer. I would rather see XPO save that extra money by not putting a red strip or all that other stickers Conway put on and spend it on more important thing like pay raises new eq and so on.

(5) Have the words or identification number (when authorized) printed on it displayed horizontally, reading from left to right;
(6) Be maintained by the carrier in a condition so that the format, legibility, color, and visibility of the placard will not be substantially reduced due to damage, deterioration, or obscurement by dirt or other matter;
(7) Be affixed to a background of contrasting color, or must have a dotted or solid line outer border which contrasts with the background color.
(d) Recommended specifications for a placard holder are set forth in appendix C of this part. Except for a placard holder similar to that contained in appendix C to this part, the means used to attach a placard may not obscure any part of its surface other than the borders.

I don't care if they have stripes or not, but according to number 7, that white line around the placard makes it so you can put it on a red surface. And if that doesn't do it, there is enough contrast when using our placard holders and the flippers. I don't think they were planning on striping new trailers, just covering our existing stripes, which when you figure how much time it could take to clean all the adhesive off, could actually be the cheapest way to do it.

Con-way asked PHMSA for clarification when they designed the blue stripes and were told that the striping was considered a body color, not a "marking"- and therefore not a violation of the regulation you cited. I can't see how a different color stripe would make a difference as far as its legality.

Not really. I have one of these city units. Nice truck if it was a box truck. Couldn't pull Kleenex out of a box , much less a set.

I HATE backing up with the automatics. Hooking a set with one is not fun either.

Try driving in any kind of snow, even about half an inch, w/ one of these M2 106 freightliner automatics, and you'll just sit there and spin. It doesn't help that they come newly equipped w/ those racing slick 'Smart' (actually dumb) closed shoulder drive tires.

Remember when Conway was going to put advertisements on its trailers? Like Coca-cola would sign up and we'd repaint the trucks with their ad. That was talked about for a long time as extra revenue but I never saw a trailer with an ad.

Con-way never did get ads on their trailers, but they sure spent millions on getting their logo on NASCAR racing Ford F-150's and Ford Mustangs
