I'm not gonna dispute whate you're saying, but why is it clear and simple? I've actually called Md, Pa, and Va Dot on this issue and have never got an answer from them that they could back up in writing.
Clearly if you wanna be safe it's punch time, but our punch sheets are not legal documents whereas our log is. I agree punch time is safe but my opinion is log time is 100% legal. I totally get what you're saying though and I agree in principal - 7 minutes of clock time isn't worth a lawsuit.
I also asked the week vs cycle question about the 16 of all 3 states and I wasn't impressed. They really didnt seem interterested and other than the Va guy I talked to, they really didn't seem to have any clue what I was even asking. To me that's unacceptable but whatever. I never had a lot of respect for cops and their agencies but now it's less.
So help me these guys had absolutely no clue and that kinda scares me. Pa DOT always seemed fair, knowelgeable, and generally reasonable to me till I called and asked questions. My God. The field officers I've dealt with in Pennsylvania have always been very good IMO but that phone call made me cringe.
I guess if you run in Pa like I do, just ask the officers on the ground..
