its quite simply actually.
if people are staying in that right lane, how do you get around them, if the left lane is prohibited for truck travel...??
you simply pass on the right.
however, to make it look like you're just "cruising down the highway", stay in that right lane for about a mile or two. if there are any bears behind you, they will probably think that you are indeed just "cruising". to pass on the right, then quickly get back into the middle lane, that's when the bears might come after you, and ticket you for passing on the right.
i practice this all the time, here in New England, N.Y., N.J...........all up and down the eastern seaboard.
