Default state cdl examiner

Is it fair for the state to have none cdl holders(examiners who cannot drive a truck) testing student drivers?The law requires a cdl holder to be present in the truck when you are driving on a permit.If the state tester cannot drive a truck he maybe wouldnt understand the problems you can encounter that may cause you to fail the driving test.Example if the truck you are using for the test may have trans problem.The student might have trouble catching a gear.Now you fail because you are out of gear to long.Its it fair?Then you have the examiner telling you to speed up follow the posted speed limit.Its raining,if you are a newbie driver you wouldnt be comfortable driving the posted speed limit.You can tell the examiner you feel comfortable driving your speed in those conditions or ignore him all together.Do you want to piss him off knowing he hold your license in his hand.Let me remind you he cannot drive a truck.Then he tell you he want to see you downshift to a low gear before stoping instead of stoping in six gear.Now the student would prefer not to downshift from high to low gear to better is chance of not being able to miss a gear,because the truck he was using had problems shifting from fifth to fourth.The examiner wouldnt know that.You might ask yourself why use a truck for testing if it have problems.The truck normally use for the road test happen to break down the day of testing,so you have to use the skill course truck which hardly ever go on the road.The trucks in these school are being use to train drivers so there will be some wear and tear.
