I'll start with a partial list. (These are some ideas already suggested throughout this website.)
1) Eliminate the 75,80, 90, 100% new hire clause. Maybe suggest something more reasonable.

Another idea to include would be:
Require the Companies pay for the DOT required Threat Assessment and Finger printing required for a Hazmat Endorsement.
