Illinois restricts trucks from the left lane on the Tristate toll road, we have had drivers get tickets. The problem is when you have drivers running next to each other trying to pass with trucks governed so they take 5 miles to get by. I drove in Germany where they had no overtaking for trucks in certain areas, with only one lane available. You just got in line and followed each other, but the speed limit was 80 kph (48 mph) so you were not going to jump out and hammer down anyway.
