I wish I could understand your concern. This contract is no way a backwards agreement. There was no pay cut, job security loss or pension losses because of the additional contributions. The new language with substitute service, and utility driver, gives the union operations the latitude to compete, giving the best possible opportunity to prosper.
Perhaps you are confused.
