Delaware Department of Transportation has submitted a funding plan for the U.S. Route 301 bypass that calls for construction bonds to be repaid with revenues from tolls.The toll plan is included in an amended draft of the 2009-2012 Transportation Improvement Program, submitted for public comment Monday by the Wilmington Area Planning Council.
