OUESTION;
If a road driver is laid off and the City/Utility,
goes into a hiring mode.
Would the laid off road driver be able to go to the city board as outlined in the central supplement and now added to the southern supplement as a once in a lifetime deal but goes to the bottom of the city board for lay off purposes but retains co. seniority for vacations and pay?
No one currently working the road wants to transfer job classifications and go to the bottom. But can the work be offered to the laid off man if he wants it?

What has been the procedure?
I know they have to post the opening for 7 days and vice versa for the city if the road goes in a hiring mode. Can a laid off city man go on the road before hiring off the street?

Please give me some insight or instances where this has happened.
