Lortab(hydrocodone)doesn't show up in the 5 panel test. Also a refusal is the same as a failed test. Another thing, whether or not this information is sold to DAC, the FMCSA has guidelines about this. His SSN is probably marked as a refusal and will follow him where ever he goes.
