For the most part, they did.

The House approved a comprehensive energy package by a vote of 236 to 189 Tuesday night. The bill would allow states to permit oil and gas drilling 50 miles off the coast, but Democrats failed to attract significant support for the measure – even though Republicans have made expanded domestic energy production their mantra on the campaign trail this fall.
85% of the oil lies within 50 miles of the coast. The deeper the water, the more expensive to get. This is another lie the Dems are trying to get by the American people: "look we did something."
