The NLRB (a/k/a US Gov't) protects a person from being terminated from joing a labor union. We do not live in a communist country. If FedEx attempts to close these terminals there could be some pretty large lawsuits filed and so far FedEx hasnt been doing too well in the lawsuit department. Not sure if they want to go that route. Whats the big deal anyway...they have record profits. Just give the employees some health insurance and a decent hourly wage like the companys thay are competing against. Its companys exactly like FedEx which brought unions to there power in the olden days. They push the crap out of there workers and when they get burned out they show them the door, like Mcdonalds. All the cash is staying at the top.
