Unless this is a brand new amendment, I haven't seen it...there are some places I wouldn't feed strays, reasons in parenthesis....
Wyoming (just about anything that moves)
Colorado (Bears)
Blythe (pick em, snakes, scorpions, all kinds of desert critters)
Kettlemen City (dockworkers) that was bad, sorry...

Funny but true. Feed the dockworkers and just about any human and they become lazy/sleepy/inefficient and time stealers for a moment. That's the negative side effect of having cookouts. It's all part of the function.

However, in all seriousness, feeding strays shows the compassionate side in us all and can backfire and cause a liability Con-way doesn't want. (Sudden attacks, disease, destruction and possibly death)

Hmmm that must mean you can't leave lunch crumbs laying around, you wouldn't want to be feeding ants, they might turn into mutants.
Just stick to feeding pitbulls and pigs wearing lipstick.

Well, it's not a good idea, but I am compassionate, and do if I have the opportunity...but I have seen no offical policy...

Did the manager actually sign it??? I heard that you couldn't feed FOS's. I think that it's no big deal if they aren't bothering anybody or causing any damage.
