I think that your 4 year old could have some fun with the PS3. My daughter is almost three and she loves to play Spongebob on there. Its this game where he just drives a little boat around and she just loves it. There are also some games that she likes with the PS Eye camera. The motion control of the camera is actually pretty good and she can fit her whole body in the frame so its good for her.
Check out the PS Store and under the games you can see there are some cool easy games that all kids can play. There's one called LocoRoco Correchoco. I hate the music but its really colorful and cute for kids.
Oh, and I also download TV shows for her off of the Nickelodeon section of the PSN Store under Videos. Whats cool is that once you download the movies/shows they show up with a logo under the Video section of the XMB and she can just scroll over and watch whatever she wants.
