Weird HazMat Placard - Page 2

I believe it was on a shipment of UN 2213 - which says extinguish with WATER or foam, but this placard looks like a hybrid, is that possible? The top appears to be dangerous when wet.....

Funny, Wikipedia says that this is used to produce formaldehyde!! Must be going to the cigarette filter manufacturer!!

maybe the placard just means it has no water in it? I dunno. I read it is soluble in water.

That placard was/is from 1999....it is a flammable solid /don't vote for George Bush placard.
