Exclamation Hours of service?

Is there someone that has knowledge on hours of service, specifically on the 16 hour exception?

I was told that it can be used once a week or after 34 hour reset, for the purpose of EMERGENCIES, BREAKDOWN, WEATHER. also heard that traffic was in there also. and that the driver must be enroute to his domicile, not working.

I've also heard that he can be working.

This question is mostly concerning local pu&d.

If someone knows the official law on this, it would be appreciated.
Also, any links to the specific's would be great.

I have searched the dot sites, but have found no specifics. If this is really open to interpretation, then, this is messed up.

A driver may work one 16-consecutive-hour day if he has been released from work at the normal work reporting location for the previous 5 days, and has not used this exception in the previous 7 days.

Obviously, this is most likely to be used by local and 100-mile radius drivers.

Remember that you can still only have 11 hours driving in the 16.

but remember, I am looking for specifics. I know the brief wording. I am looking for what is allowed between the 14 and 16 hour. more specifically, for local pu&d.

Thanks RRR,
I found this site also, but it is vaugue as to what I am looking for. Our dispatcher thinks it is ok to use this extra 2 hours for delivering freight. So he uses it once a week with someone. I have heard that the 2 hour exception is for emergencies, accidents, breakdowns and traffic, and must be enroute to the domicile. I am looking for any info on the specifics of this, or is it up to interpretation. I have sent an email to the dot, but was hoping someone else knew the specifics.
