The red light or the rapid beeping sound is enclosed in a "PrePass" scale transponder. It attaches to the inside of the windshield like most Tollroad toll transponders.
They're plastic and if a "PrePass" site or scales senses that your tractor trailer is under weight (scale plates in the pavement)it'll send a signal to the transponder giving you the "Go on By" light which is green. If your questionable it'll give you the red light to "Come on in".
The company or whoever has to subscribe to this service and to be compliant and to have a decent safety record too
