Mexican Haz-Mat

..Outside the fact that the trucks from Mexico will be starting soon..I've realized that if they allow the trucks here....what about Haz-Mat materials? Will these guy be required to get a HM endorsement? I'd hate to be around if one of these trucks has an accident and is hauling a load of flammable,corrosive,poison or anything else like that...
