Intrastate Language Difference

Excuse my ignorance, but I never drove inTRAstate.

Although the DOT regulations state that anyone driving inTERstate has to be able to read, write and speak English in order to have a CDL, someone told me that, if you drive solely in Texas, you are not bound by this requirement.

Can anyone point me in the direction, where I might be able to find such documentation?
