Default FMCSA question

Hello,
I am curious about something... is breaking an FMCSA rule, and getting caught, considered a felony?.... I was just curious because someone called "Citizens Arrest" on a trucker for supposedly breaking a rule... they said that it was their american right to do so.. but he didn't say what the rule was... so I looked up "Citizens Arrest", and this is what I found:

Detention of any person is permitted where probable cause exists that one has committed a felony, breach of peace, physical injury to another person, or theft or destruction of property...

Now, I don't see how breaking an FMCSA rule can fall under these categories, unless breaking a rule is considered a felony....

Depends on the rule I guess, a fatality accident where the driver was drunk, driving a cmv and was fleeing, yes I am sure that the police would write that up as a felony, or malicious assault with a cmv, but day to day rules within the FMCSA book, I can't see any of them being felonious.
