An undercover investigation has exposed weaknesses in the federal drug testing system for truck drivers that raise doubts about the overall effectiveness of the program, according to the Government Accountability Office.

Undercover investigators were able to use bogus licenses at all of the 24 sites, which shows that a driver could easily send a substitute in with a fake ID, the agency said.
