a red light on the roadside...??

in the enter lane of the scale...??

red can mean either STOP when you're in the enter lane of the scale house...

OR

it could mean CLOSED if its on the highway sign.........

now, if you were entering the scale house so you could use it as a rest area, then sometimes you will trip the lights, sometimes not.....

i'll take it that since you "kept going", you were on the roadway......

yellow, green, or white, i have seen for "OPEN"......

red, and white, i have seen for CLOSED.......

I rarely go into a Coop when the sign indicates Closed unless for a Nature call or at night when/where I feel a need (like a nap) and there isn't a gate that is closed.
If the Coop is Closed by designation, I will NOT enter regardless of what some W-I-M may state to the contrary if/when this may occur.
I generally look on down the road before I get to the Coop lane to see if any other truck may have entered/exited and if not then I shant.
A LOT of Coops will have at least one DOT car parked and it doesn't mean anything. North Carolina is good for this as well as some other states like MS. and TX.

Just use your best Judgement!!
